Leslie S. Moran is senior vice president of the New York Health Plan Association (HPA) and HPA Council.  The association was established for the purpose of promoting the development of managed care plans within New York State and working with state lawmakers, regulators and policy makers to help shape public health policy in the state.

Leslie S. Moran is senior vice president of the New York Health Plan Association (HPA) and HPA Council.  The association was established for the purpose of promoting the development of managed care plans within New York State and working with state lawmakers, regulators and policy makers to help shape public health policy in the state.

In her role with HPA, Ms. Moran advocates on behalf of 28 member health plans before the legislature, regulatory agencies and wide range of groups seeking information on managed care.  She also acts as spokesperson for the organization and works closely with the media to help inform reporters and editors about managed care and the role of health plans in New York’s health care system.  In addition, she is a member of the New York State Department of Health’s Ovarian Cancer Advisory Council and represents HPA on the Department’s advisory group for its CDC Colorectal Cancer Grant.

Prior to joining HPA in 1992, Ms. Moran spent five years as the deputy press secretary to the Speaker of the New York State Assembly, and before that was a producer for the six-o’clock newscast at WNYT-TV in Albany, New York.

In addition to her association with To Life!, she is a member of the City of Albany Board of Zoning Appeals and works on Capital Neighbors, a quarterly newspapers about living in, working in and enjoying downtown Albany that is produced entirely by volunteers. Ms. Moran received her bachelor’s degree from the College of Communications at Boston University.
